Legal Supervisor for NIJC Satellite Office (Indianapolis, IN)

The National Immigrant Justice Center (NIJC) provides direct legal services to, and advocates for, immigrants, refugees, and asylum seekers through policy reform, impact litigation, and public education. Since its founding more than three decades ago, NIJC has been unique in blending individual client advocacy with broad-based systemic change. This position will be based in Indianapolis, Indiana.

Summary:  The Legal Supervisor will oversee NIJC’s satellite office, located in Indianapolis, Indiana, and will be responsible for supervising at least one professional, i.e., a paralegal, and provide legal representation and immigration legal service counseling to non-detained and detained immigrants, including immigrant children, who are appearing before the Executive Office for Immigration Review (EOIR) and the Department of Homeland Security (DHS). The position also recruits, trains and provides technical support to pro bono counsel assigned to NIJC cases. The Legal Supervisor will engage with local and regional stakeholders and identify advocacy issues and present emerging issues or trends to NIJC’s advocacy and litigation teams. 

Essential Duties and Responsibilities:  

  • Oversee NIJC’s Indianapolis office

    • Supervise team, develop goals for each team member; measure progress; and conduct annual performance evaluations

    • Gather and analyze data and trends and recommend changes in policies and in NIJC’s priorities

    • Review models and opportunities for growth; identify new initiatives

    • Create systems to improve project objectives

    • Identify strategies to highlight NIJC's work
    • Contribute to NIJC’s overall strategic plan

    • Collaborate with other programs within NIJC (such as development and communications)

    • Oversee and coordinate with NIJC’s COO on matters related to local space, equipment, supplies, etc.

  • Legal Representation:

    • Provide legal services, including intake, counseling, research, case acceptance and legal representation

    • Make assessment of income eligibility and makes appropriate referrals for those individuals not eligible for organization services. Recommend exceptions to financial guidelines to the supervisor

    • Identify and prepare cases for pro bono representation

    • Conduct client advocacy, presenting evidence, etc. in accord with the Code of Professional Responsibility for the legal profession.

    • Remain current on immigration law, policies and procedures.  Remain current on implications of criminal and civil law as it applies to the representation of immigrants.

    • Develop and maintain professional relationships with EOIR, DHS, U.S. Citizenship & Immigration Services (USCIS), government and social service organizations and community organizations as necessary. Interprets immigration and department policies and programs to the public, including public speaking. 

    • In accord with the ethical standards required of the legal profession, the Code of Professional Responsibility, preserve client confidentiality, account for client monies and avoid conflict of interest.

    • Adhere to professional standards as outlined by governmental bodies, (and/or other appropriate professional associations), private funding sources, organization plans/policies and guidelines. Participate in periodic evaluative reviews and/or in-house and external staff training to ensure that she/he understands and continues to adhere to such standards. Initiate requests for assistance or guidance from supervisor to address new issues or complex concepts affecting adherence to professional standards.

    • Maintain complete and accurate client records. Prepare timely reports. Conduct quarterly case audits for presentation and review by the supervisor. 

    • Other duties may be assigned



  • Contribute to proposals and reports; participate in funder meetings

  • Conduct training(s).

  • Identify client case stories for use in publications, funder reports, etc.

  • Recruit, train, and manage pro bono support for cases in satellite office in conjunction with pro bono manager

Education and/or Experience: Juris Doctorate Degree required; and at least three years of practicing law with a preference in immigration and/or human rights law; self-motivated and committed to civil liberties advocacy; ability to represent individuals in complex cases and to formulate and implement sophisticated legal strategies; demonstrated ability to work cooperatively on a variety of projects with lawyers, other staff members, and diverse community organizations and coalitions. At least one year of supervision or senior attorney experience. High energy and strong organizational skills are required.

Language Skills: Excellent writing and analytical skills; Ability to communicate effectively in legal and non-legal settings with a wide range of individuals and organizations. Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.  High proficiency or fluency in Spanish required.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
