Job purpose

Leads and directs a team sourcing professionals to support the growth and profitability of the health sector business and participates and contributes to achieving short term business targets, and developing long term strategic plans.

 

Principal accountabilities

  • Directs a team of international procurement professionals to identify, develop, approve, and manage suppliers/partners.
  • Manages a spend of up to $100M.
  • Directly manages QCD –Quality, Cost, Delivery of suppliers.
  • Optimizes cost – achieves year-on-year cost savings in both direct and indirect spend.
  • Supports innovation and generic business with supply of chemicals for development, and identifies and develops suppliers for mass production of the same.
  • Collaborates cross-functionally to execute cost optimization projects including resourcing to overseas suppliers.
  • Collaborates with sectors regionally, and with group procurement globally to leverage indirect spend, and achieve sector cost saving targets.
  • Optimizes Logistics (Drive towards Green Logistics) - In-bond & Out Bond.
  • Establishes Quality system for suppliers, supplier score card system & for Logistics.
  • Acts as technical lead for and supplier development for NPI.
  • Seeks advice from legal and cross functional team to develop and execute supplier contracts.
  • Carries out/ take on any other duties which are within the employee’s skills and abilities whenever reasonably instructed.
  • Identifies the suppliers that are most important to the success of the company and negotiates long-term contracts that set out prices, quality standards, cost-reduction targets, delivery timescales, and commercial terms and conditions.
  • Monitors the performance of suppliers against contractual standards and work with them to achieve continuous improvements in costs and performance
  • Manages a spend of up to $100M, and achieves Year on Year cost savings from 5% to 10%.
  • Leads and manages cross-functional teams to perform make vs. buy decisions, and achieves cost optimization projects to achieve cost savings through resourcing projects.
  • Understands the needs of internal customer such as business leaders, program managers, head of operations, etc., and coach and mentor the sourcing team to satisfy business requirements.
  • Own sourcing of direct materials/intermediates/final products, at the cost and delivery targets of product programs; continually beats cost, payment terms, and inventory targets to improve profitability and working capital of the business.
  • Identifies the suppliers that are most important to the success of the company and negotiates long-term contracts that set out prices, quality standards, cost-reduction targets, delivery timescales, and commercial terms and conditions.
  • Monitors the performance of suppliers against contractual standards and work with them to achieve continuous improvements in costs and performance.
  • This position has line management responsibilities.
  • Manages teams in United States, United Kingdom and China.
  • This role requires travel (both domestic and international).

 

Are you the ideal candidate?

  • Bachelor’s degree in Business, Chemistry or Engineering
  • 10-15 years experience in procurement or supply chain preferably in Pharmaceutical Industry
  • Strong IT skills (Microsoft Office, particularly Excel)
  • Knowledge of procurement module of any ERP systems
  • APICS certification or CPSM certification preferred
  • Excellent verbal and written communication skills
  • Negotiation skills
  • Influencing and persuasion competencies
  • Business acumen
  • Leadership skills including accountability and taking ownership responsibilities
