Cost Analyst
Description of duties:
Do you want to apply your cost estimation skills against a wide variety of high impact, high-demand programs in support of the DHS Cost Analysis Division (CAD) and several DHS components? In this position, you will perform cost research, cost risk analysis, and cost estimations across multiple major DHS acquisition programs, assisting customers with developing procurement solutions through the use of mathematical, statistical, and operations research techniques. We would like you to be part of our team, led by a Senior Cost Analyst, developing complex cost studies, preparing related documentation, and assisting with analysis for systems and programs.
Your contribution to the team would include preparing cost estimates; understanding and performing risk analyses; and preparing reports, presentations and spreadsheets. You would also organize and normalize cost data, to include assisting with database architecture plans and development, while supporting cost research and issue paper development. In addition, we will give you ample chances to present both verbal and written reports to government and industry partners.
Basic Qualifications: Here's what you need to be competitive for this position:
  • A Bachelor's Degree in a quantitative discipline
  • 4 to 7 years of experience in Cost Estimation and Analysis with exposure to estimating major programs.
  • We are seeking an employee who can demonstrate a solid understanding of how to employ advanced mathematical, statistical, econometric, and other scientific methods to cost estimation.
  • Experience in creating and maintaining databases and working with spreadsheets and complex models.
  • Demonstrated capability to thrive in a diverse work environment, coordinating across multiple assignments. 
  • Validated analytical, creative, and effective problem solving skills, with the ability to present solutions both in written and oral format.
  • Capability to take direction from senior analysts and then work independently to resolve complex cost issues and experience in conducting risk analyses.
  • A Government or industry standard cost certification. Examples include: CCEA certification from the ICEAA; Professional Level Certifications (e.g. CCP, CEP) from AACE International; and/or DAWIA or DHS Cost Estimating certifications.
  • US Citizenship is required. Applicants selected will be subject to a Government investigation and will need to meet requirements to obtain and retain the DHS Suitability Clearance.
Preferred qualifications:
  • We are looking for DoD/DHS/IC experience to match the projected type of cost analysis work.
  • International Function Point Users Group (IFPUG) Certification. 
  • Previous interactions with/presenting to senior government officials.
  • Experience with the following software tools/applications/ methodologies: Business intelligence tools, Parametric models, Deliver JIT training, ACEIT, COCOMO II, SEER, TruePlanning.
  • A Master's Degree in a quantitative discipline would be a definite plus.
