NATO established Headquarters Supreme Allied Commander Transformation (HQ SACT) in Norfolk, VA, in 2003 to lead transformation efforts and improve military capabilities to meet 21st century security and defense requirements. The Deputy Chief of Staff (DCOS) Capability Development (CAPDEV) acts as SACT’s Director for mentorship, direction and for the co-ordination of activities and resources of the Capability Development Directorate. CAPDEV is responsible to Identify and prioritize Alliance capability shortfalls from short to long term, along a continuum of holistic capability development. The future Requirements Division will execute all tasks and activities needed to support requirements management for NATO capabilities. The Capabilities Division will use those requirements to develop capabilities that meet the commanders’ needs while ensuring interoperability, efficiency, flexibility and cost efficiency across all DOTMLPFI. Cyberspace operations is one of the key programs that will define how the Alliance evolves capabilities from providing Communication and Information Systems (CIS) to the ability to conduct operations in and through cyberspace.
We are actively seeking a highly personable and technically astute Technical Writer. The ideal person for this role will have experience supporting technical activities, branch staff, and capability efforts in addition to other duties within NATO, the MoD, civil service, the wider armed forces or a defence organisation. As our Technical Writer, you will be responsible for various cyberspace tasks. Your daily role responsibilities will be as follows:
Represent ACT at appropriate levels of engagement at requirements management related meetings, discussions, committees and working groups.
Interact with NATO subject matter experts to collect information needed to clarify operational needs underlying Operational Requirements Statements (ORS).
Interact with other NATO organizations, national representatives and Industry to gather and complement required information.

Formal cybersecurity certification such as CISSP or CISM
Expert or ISACA Certified Information Security Manager (CISM).
Three years in the last 10 in the field of technical documents development. SME/technical knowledge to develop the documents. Technical documents include Cybersecurity technical documents include Certification and Accreditation (C&A), Systems Security Plan (SSP), System Risk Assessment, Security Plan of Action and Milestones (POA&M), Privacy Impact Assessment, etc.
Demonstrated working understanding of requirements management tools such as DOORS, Enterprise Architect, Helix, JIRA, ReqSuite etc.
Experience in capability development processes related to national/NATO military command and control at the development and/or acquisition phases with required national military (active duty or contractor) experience.
NATO Secret Security Clearance, or national equivalent.
Demonstrated proficiency in English as defined in STANAG 6001 (Standardized Linguistic Profile (SLP) 3333 - Listening, Speaking, Reading and Writing) or equivalent.
