If so, we are searching for someone like you to join our team of experts in support of the Maintenance Repair and Overhaul Initiative (MROi) division at Wright Patterson AFB, Ohio.
MROi is a new Logistics Transformation program. It will become an Acquisition Category (ACAT) I or a high-value ACAT III. MRO will provide Air Force Material Command (AFMC) and the Air Force Sustainment Center (AFSC) with an integrated capability for planning, scheduling, and executing organic Depot Maintenance to support agile planning, optimized workload assignment and resource allocation, and integrated quality control. Integration of plan, schedule, and execute capabilities is applied at the lowest level of individual repair items, to the complex level, and to the center level. MROi will require support to develop, coordinate, staff, and execute the full range of acquisition documentation, as well as other artifacts and exhibits to meet statutory and regulatory requirements and mandates for ACAT compliance. Subject matter expertise in specific disciplines, such as information support planning, business case development, and Clinger-Cohen Act compliance will also be required. The MROi RDT&E efforts is focused on modernizing and transforming the Air Force Depot capability.
DESCRIPTION OF DUTIES:
The successful candidate will develop, research, design, implement, test, and evaluate software and systems in conjunction with hardware product development that enables computers to perform their applications, applying principles and techniques of computer science, engineering, and mathematical analysis. Excludes paraprofessional positions.
You will perform work that applies to a broad theoretical and practical knowledge of systems engineering to the acquisition process. Duties associated with this position include but are not limited to:
Conduct reviews on program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processes, manage/sustain program technical baseline, and design/perform system level tests to assure that subsystems and system performance is achieved in accordance with approved specifications;
Perform program reviews to evaluate alternative proposed plans, systems engineering programs, design and test results to assure that subsystem and system performance is achieved in accordance with program specifications;
Prepare technical documents which define, specify, and recommend system/subsystem characteristics;
Prepare management reports and conduct technical presentations for planning, implementation, and corrective action using application of engineering economy principles;
Perform validation of systems including development of criteria and procedures;
Analyze and/or evaluate results of major engineering systems;
Provide system/program engineering, technical support, and technical training to support programs/initiatives including but not limited to: acquisition, development, integration, sustainment, continued evolution, deployment/fieldin and installation, and operations oversight;
Provide engineering support services and inputs to program and project risk management activities in compliance with AF SEAM processes;
Perform functions related to Incident Management to include: Leading, facilitating, and/or coordinating problem resolution tasks, including those with interfacing systems, security, eBS configurations, users, data, or infrastructure. Monitoring first level incident metrics for trends. Submitting level three requests for resolution and monitoring to closure. Coordinating activities such as system outages with stakeholders;
Perform functions related to Performance Management of the computing infrastructure to include:
Operating and/or monitoring APM tool(s) such as SolarWinds and proactively responding to inform users of active problems while concurrently working with service providers to resolve the issue(s) and elevating issue awareness to leadership as appropriate.
Monitoring DBA provided performance data and initiating performance improvement actions or elevating performance problems when appropriate (preferably before they adversely affect user experience). Goal is to ensure performance data is transparently reported in a meaningful way.
Monitoring and reporting health and wellness of development, test, training, and production environments; including fail oversite and common tools and services.
REQUIRED EDUCATION & EXPERIENCE:
Active Secret clearance
BA/BS or MA/MS degree in Computer Science, Information Technology, or other Engineering Discipline
12-15 years of experience in a respective technical/professional discipline, 5 of which must be in the DoD; OR
20 years of directly related experience with proper certifications, 8 of which must be in the DoD
Must have knowledge and experience with the Agile Development Methodology
3 years' experience developing, deploying, or maintaining operational cloud (AWS or Azure) environments with an emphasis on Federal or DoD systems (Govcloud or Cloud1) is highly desirable
Level 2/3 operations help desk / ITL 4 experience with DoD systems emphasis is highly desirable
Highly proficient with computers and software applications to include Microsoft Office products (Word, Excel, PowerPoint, Outlook, etc.)
Expert attention-to-detail; highly organized
Strong verbal and written communication skills required
PROGRAM SPECIFIC SKILL SET:
Experience with DevSecOps (Development, Security, Operations)
Familiar with operating and maintaining an Oracle Enterprise Business Suite (EBS) based Enterprise Resource Planning (ERP) tool
Familiar with performance management fundamentals including use of system performance metrics, help desk trends, and Application Performance Monitoring (APM) tools such as SolarWinds
Familiar with release management processes and tools to check and promote code in DISA hosted environments
Familiar with incident management, troubleshooting, and staff work necessary to take resolution to completion (i.e., identifying potential solutions, coordinating recommendations, pursuing authorization to implement, coordinating with stakeholders, and tracking to closure)
Leadership and teamwork -- ability to achieve results across organizations, suppliers, and vendors while complying with terms and conditions on various agreements and contracts pertaining to support by different organizations and vendors
Ability to identify, develop, and maintain information that enhances overall user experience and make it available through an end user portal
