DESCRIPTION OF DUTIES
Provide management analyst support to the U.S. Army Rapid Capabilities and Critical Technologies Office (RCCTO) in the development of new enabling technologies and capabilities. Selected candidate may lead, manage or support various aspects of the planning, analysis, formulation, justification, presentation, execution, and review of multi-appropriations such as;
Conduct reviews and acquisition processes studies;
Provide analysis and assessment capability to management officials including financial information, trend analysis, budget guidance, and advice to managers and staff;
Research, review, and analyze documents such as Program and Budget Guidance (PBG), budget estimates, Program Objective Memorandum (POM), and program descriptions;
Provide technical advice/recommendations and analysis to support the preparation of cost estimates and issuance of information papers to assist RCCTO in explaining budgets and supporting UFR requirements in the Army POM;
Conduct Strategic Long-Range Portfolio Analysis;
Implement financial requirements in the various financial and budgetary systems;
Manage Internal Control program, General Funds Enterprise Business System (GFEBS), Defense Travel System (DTS) and Government Travel Card (GTC) program;
Support the development of funding guidelines;
Conduct impact studies of program operational descriptions for use in Unfunded Requirements (UFRs) and for RCCTO prototypes;
Identify and resolve issues related to budget and resourcing areas.
DoD TOP SECRET Clearance with SCI eligibility (TS/SCI)
BS degree (MS is preferred) and 15 years of experience
DoD acquisition management, program management, and/or relevant Military experience.
Experience with General Funds Enterprise Business System (GFEBS), Program Management Review Tool (PMRT) and Defense Travel System (DTS).
Previous experience with Army programs and organizations.
Experience working across a team representing multiple skill areas with internal and external resources and customers is preferred.
