JOB DESCRIPTION

• Provide leadership to NSWC PHD in a wide variety of challenging Maintenance Planning and Provisioning areas.  Provide interface to the NSWC PHD Maintenance Planning/Provisioning and NAVSUP WSS program management and provisioning communities. 
• Provide support services in configuration and allowance research and analysis, ORDALT Roll-Ins, and supplemental text file allowance inputs to include all modeling and configuration changes to the Standard Allowance File for shipboard and ashore AWS allowances. 
• Provide management services in loading, maintaining, and troubleshooting a wide variety of AWS efforts involving the Master Allowance Parts List (MAPL), the Non-Standard Allowance File (NSAF), Standard Allowance File (SAF) and Interactive Computer Aided Provisioning System (ICAPS) and other maintenance interfaces to the Weapon System File (WSF) and ERP. 
• Liaison between PHD and NAVSUP WSS in matters pertaining to ICAPS, System Level APLs, SAF loads, ORDALT Roll-Ins. 
• Develop white papers on issues, root causes, alternatives/resolution, and recommendations.
• Research and resolve complex problematic issues effectively maintaining the integrity of AWS allowances in the SAF. 
• Maintain co-lead responsibilities on the Combat System Support Equipment (CSSE) Auxiliary (AUX) and RAVE equipment
• Possess expert knowledge with the AWS structure including core AWS, BMD, Aegis Ashore, FMS, AWS Training Sites, USN provisioning baselines, FMS provisioning baselines, equipment top-down/breakdown, relationship to Class 1 change process, Class 2 change process.
• Expert in understanding of relationships in workings of IPS elements including Maintenance Philosophy, Provisioning, Supply Support, ERP, CDMD-OA, ICAPS, CM.
• Expert in ECP/ORDALT change review process.
• Expert in processing Class 1 and Class 2.
• Expert in ILS Certification process.
• Expert knowledge in AWS provisioning process, ICAPS databases, ERP, CDMD-OA .
• Expert in Provisioning and Allowancing process and documentation.
• Expert understanding on and use of ICAPS database.
• Expert in configuration management in processing of Class 1 and Class 2 provisioning.
• Expert understanding in workings with Program Office, NAVSUP WSS, OEMs, PHD.
• Expert in APL deletions/cancellations as a result of equipment removals via Major Modernization efforts and subsequent APL deregistration.
• Research, resolution, recommendations on ILS issues.
• Distribution of APL/RIC List.
• Proficient in development of system level APL configuration and Standard Allowance File loads for all AWS provisioning baselines through utilization/implementation of established automated processes.
• Development of System Level APL instructions/procedures.
• Training/guidance and direction on System Level APL requirements, development, and processing.
• Development/maintaining of System Level APLs.
• Expert in AWS Readiness Based Sparing (RBS) modeling, allowances/sparing, and processes.
• Develop matrices/spreadsheets for analysis and recommendations to NSWC PHD, Program Office.
• Modeling/remodeling input/output Analysis.
• Modeling/remodeling results and Consolidated Spares List Comparisons.
• Modeling/remodeling results and Consolidated Spares List Analysis.
• Resolution/reconciliation of allowance issues.
• Expert in SAF process.
• Development of SAF instructions/procedures for load.
• Training/guidance and direction on SAF load requirements, text file development, and processing.
• SAF Load for new baselines and SAF updates/corrections.
• Expert in ORDALT Roll-In process.
• Development of ORDALT Roll-Instructions/procedures.
• Training/guidance and direction on ORDALT Roll-In requirements, development, and processing.
• Roll-in of ORDALTs.

ESSENTIAL FUNCTIONS

REQUIRED SKILLS AND EXPERIENCE

• Five (5) years of lifecycle logistics, inventory, property control management experience with Navy Weapon/Combat Systems and associated equipment, demonstrating experience and ability to meet the job description requirements.
• A Bachelor’s degree from an accredited college or university or equivalent combination of education and work experience is acceptable.


REQUIRED CLEARANCE

• US Citizen and current, active Secret clearance.
