The Telecommunication Specialist shall deploy, operate, and maintain strategic and tactical satellite terminal equipment; Internet Protocol (IP) based networks, Telephone networks, and Video Teleconferencing systems in support of FBI mission requirements.  This person may be required to deploy Outside the Continental United States (OCONUS) on behalf of the TRU to operate and maintain communication systems in support of FBI requirements to provide technical support to FBI personnel worldwide and at times in austere and hazardous environments. The individual shall be available to serve on a duty recall roster.  While on recall status, the individual shall remain mission ready to respond within one (1) hour of notification for no notice deployments.  In addition, the individual shall also have an operating knowledge of civilian type vehicles and large vehicles such as box trucks, tractor trailer, and flatbed trucks.

 

Specific Skills and Duties:

The contract employee shall be expected to possess the following basic technical and administrative skills.  These will be required as an everyday part of the job and in the field during deployments.

  • Develop, revise, and/or review specifications for new or upgraded telecommunications systems or computer networks, to include voice, data, and video subsystem components;
  • Comprehensive knowledge and understanding of state-of-the-art voice, data, video, and satellite based telecommunications systems and computer networks
  • Ability to effectively deploy, configure, operate, and maintain complex strategic and tactical satellite-based telecommunications systems in support of mission requirements;
  • Assist in coordination communication mission requirements with various state, local, and federal agencies
  • Assist in the development of mission specific communications plans
  • Maintain and conduct an inventory, as required
  • Effective oral/written communication skills
  • Comprehensive knowledge and understanding of state-of-the-art voice, data, video, and satellite based telecommunications systems and computer networks
  • Ability to effectively deploy, configure, operate, and maintain complex strategic and tactical satellite-based telecommunications systems in support of mission requirements
  • Experience in evaluating, analyzing, developing, or improving communications systems, procedures, and requirements that demonstrate knowledge of current developments and trends in communications concepts and technology
  • Assist in coordination communication mission requirements with various state, local, and federal agencies
  • Maintain communication connectivity with:
    • a strategic and tactical satellite system
    • a Internet Protocol (IP) network
    • a Telephone system
    • video teleconferencing systems
  • Develop, maintain, integrate, and deploy, the following:
    • Motorola handheld, mobile, and consolette radios
    • Routers and Switches
    • iDirect Modems
    • Ku, Ka, and X Band Satellite Radio equipment
    • Microsoft Windows 7 &10 Operating systems
    • AN/PRC-117 and AN/PRC-150 Tactical Satellite Radios
    • AN/PRC-148 handheld Radios
    • KG-175 and KG-250 series encryption units
    • Secure Telephone Set (STE) and SECTERA vIPer secure telephone
    • Voice Over Internet Protocol (VOIP) telephones
    • Encryption Loading Devices
    • Cellular and satellite telephones having secure capabilities

 

Additional experience, knowledge, skills, and abilities required for the Telecommunications Specialist Positions:

  • Demonstrated knowledge and understanding of telecommunications management; 
  • Ability to develop and implement mission specific communication plan;
  • Have a working knowledge and demonstrate experience with the operational procedures used for a Tactical Operation Center (TOC) or equivalent operational center;
  • Operational knowledge of cryptographic encryption devices;
  • Demonstrated comprehensive knowledge and understanding of deployment, operation, and maintenance of video teleconferencing systems.

 

Required Skills and Experience

  • Shall have a High School Diploma, or equivalent
  • Shall have five (5) years documented experience telecommunications, communication systems technician
  • Shall be able to carry communications equipment up to 70 lbs.
  • Shall be able to climb on or under small or large vehicles
  • The individual shall be available to serve on a duty recall roster.  While on recall status, the individual shall remain mission ready to respond within one (1) hour of notification for no notice deployments

 

Required Clearance

  • Shall have a minimum Top-Secret clearance with eligibility to obtain SCI access
