Description

Chemonics seeks a Forecasting and Supply Planning Specialist to join a dynamic and growing team for the USAID Global Health Supply Chain Program – Procurement and Supply Management Project (GHSC-PSM) at the home office in Arlington, Virginia. GHSC-PSM is the primary vehicle through which USAID procures health commodities, provides technical assistance to improve partner countries’ management of supply chains, and collaborates with key international stakeholders to support global health initiatives. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
 
GHSC-PSM is a multi-billion dollar USAID funded objective and the largest project in the history of the agency. The project consolidates the previous procurement and assistance components of the Supply Chain Management System (SCMS) and Deliver programs and is the primary vehicle through which USAID will procure lifesaving commodities to partner countries. Supporting key global health initiatives in HIV/AIDS, malaria, reproductive health, maternal and child health and zika, the project encompasses three primary objectives: global commodity procurement and logistics; systems strengthening to support in-country supply chain management; and collaboration via strategic engagement to improve long-term global supply of health commodities.

The Forecasting and Supply Planning Specialist works with the systems strengthening team to support the GHSC-PSM project in the quantification of essential medicines and commodities for health programs.  
 
Responsibilities Include: 
  • Provide technical assistance to support the strengthening of country supply chain forecasting and supply planning activities by developing field office and counterpart institution staff capacity to manage the technical aspects of the quantification of health commodities
  • Develop quantification strategies to maximize the effectiveness of country supply chains to utilize tools and modeling techniques to accurately determine commodity supply requirements
  • Review the standard of in-country forecasting and supply planning to ensure projections of commodity requirements can be used confidently to inform the global plan team’s objectives
  • Develop approaches to, and document, country-level processes and metrics to support country level tracking and assessment of forecasting performance
  • Liaise with the global supply chain teams to ensure country level supply plans efficiently inform the global procurement system and targeted local procurement
  • Coordinate and support the development of technical assistance plans with country program offices, review scopes of work, and identify resources
  • Contribute technical input to the upgrading of FASP tools
  • Empower trainer of trainers, employ remote mentoring approaches and create, establish, updates, and disseminate FASP guidance and training materials
  • Contribute to the development of a cadre of field-based FASP specialists that support each other and the development of their expertise
  • Other duties as required
Qualifications
 
  • Master’s Degree in public health, health/sciences or business administration or related field plus 6 years of experience in systems design, implementation, and monitoring and evaluation of supply chain systems at the country level, preferably with knowledge of quantification of health commodities. Alternatively, Bachelor’s Degree in public health, sciences, supply chain, business administration, or a related field and 8 years of experience in the design and development of systems design, implementation, monitoring and evaluation of supply chain systems at the country level, preferably with knowledge of quantification of health commodities
  • Experience preferred in at least two of the three following health areas: HIV/AIDS, family planning, malaria, essential medicines, zika
  • Experience with quantification or supply chain management tasks related to medical equipment and other consumables required
  • Experience in quantifying health commodities is preferred
  • Experience supporting health programs in low-resource settings
  • Experience interacting with senior U.S. and foreign government officials
  • Knowledge of maintaining a robust strategy in collaboration with process improvement activities that fit within the overall supply chain improvement program
  • Excellent interpersonal, written, and oral communications skills
  • Experience working for USAID programs preferred
  • Willingness to work overseas for up to 4 to 8 weeks per year; experience living or working in developing countries preferred
  • Demonstrate leadership, versatility, and integrity
  • Fluency in written and spoken English required; Demonstrated ability to communicate in English clearly and concisely both orally and in writing
