Description

Chemonics seeks a Country Support Team Leader for the anticipated follow-on to the USAID Maternal Child Survival Program (MCSP) based in Arlington, VA. MCSP is the USAID Bureau for Global Health flagship maternal and child health program and is a multi-partner, global USAID cooperative agreement aimed at introducing and supporting high-impact health interventions in 25 priority countries with the goal of ending preventable maternal and child deaths within a generation. MCSP focuses on increasing coverage and utilization of high-quality reproductive, maternal, newborn and child health interventions at the household, community, and health facility levels. The Country Support Team Leader will be responsible for overseeing and managing the field operations of the in-country programs. S/he will oversee country teams who directly manage in-country implementation and will coordinate and monitor activities and progress across the in-country programs. S/he will be part of the senior management team. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
 
Responsibilities include:
 
  • In partnership with technical team leads and country teams, provide programmatic and operational leadership to in-country programs
  • In partnership with technical team leads, country teams, in-country programs, and USAID stakeholders facilitate creation of work plans, budgets, and monitoring, evaluation and learning (MEL) plans, including performance targets
  • Provide oversight to start-up teams for new country programs to ensure program and compliance standards are met and completed in a timely manner
  • Provide routine supportive supervision to country programs, including operationalizing continuous quality improvement processes and ensuring compliance, and monitoring progress against work plans and MEL plans
  • In partnership with the MEL team, ensure country programs collect and report on indicators in a timely manner and in compliance with the data collection system
  • Identify issues and risks related to program implementation in a timely manner and makes appropriate program adjustments
  • Support knowledge management and dissemination activities by identifying and documenting lessons learned and best practices to share across country programs and with external stakeholders
  • Performs other duties and responsibilities as required
 
Qualifications:
 
  • A master’s degree or higher in public health, medicine, business administration, international development, or a related advanced degree
  • At least eight years of experience managing international program operations in low and middle income countries, experience managing USAID projects and those with an RMNCH focus preferred
  • Experience leading large teams and managing programs that achieve results
  • Strong understanding of RMNCH issues and challenges in low and middle income countries
  • Excellent problem-solving skills and the ability to be flexible and nimble especially in challenging environments
  • Ability to analyze data and use data for program and operations management
  • Track record of progressive responsibility working at a senior manager level
  • Demonstrated leadership, versatility, and integrity
  • Fluent English oral and written communication skills is required; ability to interact professionally in a foreign language (especially French, Spanish, or Portuguese) is preferred
