Description

Chemonics seeks an ARTMIS Liaison for an anticipated opportunity to provide outsourced services to support the Global Fund's Pooled Procurement Mechanism (TGF PPM). PPM is the primary vehicle through which Global Fund procures and provides health commodities to its principal recipients (PRs) around the world. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
 
The ARTMIS Liaison manages the ARTMIS IT solution integration, operations, and maintenance to support The Global Fund (TGF) Pooled Procurement Mechanism (PPM) operations. The position sits within the Continous Improvement & Optimizaiton Team and reviews performance of staff and works closely with the ARTMIS team.
 
Responsibilities include:
 
 
  • Ensures ARTMIS system adherence to the client’s requirements and operational needs and owns overall data quality
  • Oversees the operational use of ARTMIS by procurement service agent staff, including adherence to standard operating procedures (SOPs) and documentation requirements
  • Prepares and supports system change requests, and develops SOPs and data governance policies
  • Develops PSA staff roles and responsibilities regarding the maintenance of data quality and reliability
  • Manages data quality reviews and analyses based upon internal and external feedback to enhance commodity procurement, logistics, quality assurance, and data visibility
  • Train staff on data governance, system usage, and best practices
  • Identify and design innovative ARTMIS-based solutions to support the continuous improvements and optimization needs
  • Fosters and demonstrates a workplace inclusive of creating opportunity, serving others, building trust, innovation and exceeding expectations
  • Performs other duties and responsibilities as required
 
Qualifications:
 
 
  • Bachelor’s degree in a relevant field required
  • Minimum 4 years of relevant work experience required.
  • Experience managing data entry and processing staff.
  • Technical certifications: Six Sigma process improvement certifications (Green Belt/Black Belt, Lean, Design for Six Sigma, etc.) preferred.
  • Solid knowledge of large enterprise Procure-to-Pay and/or another ERP systems preferred.
  • Strong management information system experience required.
  • Prior experience with high-scale or high-availability systems preferred.
  • English language fluency required.
  • Willingness to travel and work abroad a minimum of 4-8 weeks per year
  • Strong oral and written communication skills are crucial, as well as ability to think clearly, analyze quantitatively, problem-solve, scope requirements and prioritize tasks.
  • Ability to comfortably and confidently present to all levels within the enterprise and to work with both technical and non-technical individuals.
  • Results-oriented with a strong delivery focus .
  • Strong knowledge of MS Office applications.
  • Demonstrated integrity, independent thinking, judgment, and respect for others.
  • Demonstrated ability to communicate clearly, respectfully, and concisely both orally and in writing.
  • Ability to work independently as well as collaboratively in a team environment. 
  • Demonstrated leadership, versatility, and integrity.
