Chemonics seeks a Laboratory Products Integrated Supply Chain (ISC) Manager for the Global Health Supply Chain-Procurement and Supply Management (GHSC-PSM) project within the Global Supply Chain (GSC) team, based in in our Arlington, VA office.  The GHSC-PSM project is the primary vehicle through which USAID: 1) procures and provides health commodities; 2) provides technical assistance to improve partner countries’ management of the supply chain; and 3) collaborates with key international stakeholders to support global health initiatives. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
 
The Lab ISC Manager leads both the day-to-day procurement and the strategic sourcing for laboratory products. The Lab ISC Manager manages the work of a team of procurement specialists who receive requisition orders (ROs) from country offices and other clients, ensures contract compliance for procurement and supplier contracts and obtains sign off from clients on finalized ROs. The Lab ISC Manager also is responsible for supervising, reviewing and completing necessary sourcing events (including drafting, issuing and reviewing RFXs, confirming product specifications, completing procurement requirements evaluation, and drafting or reviewing the subcontracts for execution with vendors). The Lab ISC Manager will also manage the day-to-day work of the team to create purchase orders (POs) and coordinate with staff across the supply chain including suppliers, Quality Assurance team, and the Deliver/Return team to ensure proper shipment of orders.  
 
Responsibilities Include:
 
  • Supervise the GSC Lab commodity team, including prioritization of workflow, order processing, and achievement of on-time delivery
  • Oversee the day-to-day work of the team including workload distribution, performance management, and capacity building
  • Supervise procurement specialists for receiving ROs, completing sourcing events, ensuring contractual compliance, obtaining client approvals, and coordinating to ensure proper shipment of orders
  • Participate in the development and monitoring of sourcing strategies for lab products
  • With the Strategic Sourcing lead, oversee sourcing activities in furtherance of approved product strategies, as well as the negotiation and award of supply contracts
  • Track the progress of orders from USAID Missions coming through the GHSC-PSM Field Office or directly from the Mission for lab products funded under GHSC-PSM’s HIV/AIDS Task Order from the point of intent to request by the USAID Mission in country through delivery of the product to the country
  • Support the lab product supervisor and procurement team in resolving problems and collaborate with the Deputy Global Supply Chain Director, Operational Excellence team and others in developing process improvements where needed
  • Work closely with the Strategic Sourcing, Supplier Relationships Management, Contracts, and Deliver/Return team and others, in connection with product fulfillment and delivery
  • Track and conduct analyses of cycle times, sources of risks to signed and unsigned request orders, and proposed solutions, communicating problems and progress to the rest of the GSC team and the Task Order Director
  • Develop and deliver onboarding materials and sessions for all new Lab staff working on the GSC team to ensure understanding of products and processes related to lab products
  • Coordinate with the HIV/AIDS Task Order Director, the laboratory technical team in the GHSC-PSM Health Systems Strengthening group, the Strategy Team and others, as needed, on actions and communications with USAID/Washington and USAID Missions as issues and needs arise that relate to overall Lab management
  • Work closely with the Strategy and Plan teams to ensure that Regional Distribution Centers and forecast and supply plan data respond to changes in product approvals and changes
  • Stay updated and flags issues that demand the attention of the GHSC-PSM Quality Assurance lead and/or FHI360.
  • Solve problems and responds immediately to crisis situations, developing solutions that meet client needs
  • Interpret data and develops strategies to achieve targets and anticipate changes
  • Develop and present workshop, training, and conference communications about GSC and lab activities
  • Contribute to catalog updates
  • Promote knowledge sharing through the SharePoint site consistent with project priorities and PSM work plan
  • Foster and demonstrate a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations
  • Perform other duties as required
 
Qualifications:
 
  • Bachelor’s Degree in a relevant field plus a minimum of 8 years of experience in procurement or supply chain management; alternatively, a graduate degree plus a minimum of 6 years of experience in procurement or supply chain management
  • Experience with laboratory products or other health products preferred
  • Experience working with USAID projects or with other international organizations a plus
  • Experience developing work plans, timelines, benchmarks, and problem-solving critical project management issues with a team
  • Ability to work collaboratively with a team under time pressure with calm leadership while moving the team to achieve a time bound deliverable
  • Ability to work across multiple teams and disciplines, communicating clearly and collaborating effectively, orally and in writing
  • Ability to analyze and present data in infographics and data visualizations
  • Proven analysis and organization skills working in a cross-cultural environment
  • Willingness to work overseas for up to 2 to 4 weeks per year; experience living or working in developing countries a plus
  • Strong organizational and administrative skills, word processing abilities, knowledge of MS Office applications, and attention to detail, ability to manage multiple competing priorities at once, excellent customer service skills
  • Ability to effectively lead meetings and demonstrated presentation skills
  • Ability to work independently and as part of a team
  • Supervisory experience preferred
  • Demonstrated leadership, versatility, and integrity
  • Professional level of oral and written fluency in English required, proficiency in French or Portuguese preferred
