Technical IDIQ director, Nigeria SHARP

Description

Chemonics seeks a Technical IDIQ Director to work on the implementation of the Nigeria SHARP IDIQ Task Orders. The technical IDIQ director position is a senior management position responsible for providing technical direction and guiding implementation for the Nigeria SHARP IDIQ Task Orders (TO’s).  The technical IDIQ director operates at advanced levels of authority and accountability for helping the Nigeria SHARP Task Order’s  core and field teams achieve results. The IDIQ Director is the primary point of contact for the USAID IDIQ Contracting Officer (CO) and Task Order CO (TOCO). S/he will have the authority and responsibility to administer and manage the IDIQ. 
 
USAID/Nigeria Office of HIV/AIDS and TB envisions a Strategic HIV/AIDS and TB Response Program  (SHARP) with an expanded effort with the Government of Nigeria (GON) to identify and support rapid scale-up of proven interventions through improvement of service delivery and strengthening of health systems. The activity shall focus its support for service delivery in nine intervention areas: HIV Testing Services (HTS), HIV diagnosis and treatment, HIV care and support, prevention of mother-to-child transmission of HIV (PMTCT), TB/HIV service integration, RH/HIV integration, orphans and vulnerable children (OVC), laboratory services, and health systems strengthening (HSS).  
 
The activity is intended to substantially improve case identification for HIV and TB in prioritized locations and amongst key population (KP), maximize linkages to care and treatment for People Living with HIV (PLHIV) and OVC, optimize retention in quality care and ensure improved health outcomes for persons affected by both diseases. It will also promote the integration of HIV/AIDS services with other health programs and should produce substantive benefits including increased operational efficiencies, reduced stigma and discrimination associated with accessing services, and ultimately expanded HIV/AIDS service utilization. It will improve ownership and accountability in HIV and TB programs as well as strengthen the Nigerian health system and improve target population access and uptake of quality HIV/AIDS and TB services, working within the disease specific National Strategic Frameworks and Plans. We are looking for individuals who have a passion for making a difference in the lives of people around the world. 
 
Responsibilities include:
  • Serve as the Nigeria SHARP IDIQ technical strategic leader
  • Provide and facilitate provision of HIV/AIDS technical support to SHARP IDIQ Task Orders by undertaking technical assignments, reviewing scopes of work, and helping oversas staff apply good technical principles
  • Ensure the proper financial and operational management of all task orders
  • Make certain that deliverables are timely, of the highest quality, and in accordance with USAID regulations
  • Review of all financial and logistical information on a periodic basis
  • Liaise with the designated USAID IDIQ COR and the designated Task Order COR (TOCOR)
  • Coordinate with other IDIQ holders to ensure sharing of best practices and lessons learned across programs
  • Coordinate with other related awards in USAID’s Global Health Community program
  • Design country work plans and oversee technical implementation
  • Oversee development of training and technical assistance tools at the central level, and ensure the quality of tools developed in-country
  • Represent the project as appropriate at stakeholder meetings and conferences on in-country system strengthening
  • Supervise IDIQ staff, ensuring adequacy of their performance and continuous professional development
  • Ensure that proposed task order teams are appropriately evaluated and staffed
  • Review and approve scopes of work for short term technical assistance providers
  • Perform other duties and responsibilities as required
Qualifications
  • Bachelor's degree required, master's degree preferred
  • At least five years of management experience and minimum ten  (10) years of experience in HIV/AIDS programming and/or implementation, USAID and in particular PEPFAR experience preferred
  • Ability to operate at advanced levels of authority and manage significant activities, budgets and resources to produce and take responsibility for results
  • Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings
  • Demonstrated ability to manage and supervise department staff, multiple project teams, remote staff and other initiatives. Field experience leading or serving in a management role on a USAID project preferred
  • Knowledge of industry trends, donor initiatives, and industry organizations
  • Ability to manage working relationships with clients, partners, and technical experts
  • Willingness to travel a minimum of four to eight weeks per year; experience living or working in developing countries, preferred
  • Experience contributing to successful USAID or other donor-funded global health proposal efforts
  • Strong knowledge of Microsoft Office applications
  • Demonstrated leadership, versatility, and integrity
  • English fluency is required; second language proficiency preferred
