Description

Chemonics seeks a Chief or Party to join the anticipated USAID Global Book Alliance in Action (GBAIA). The anticipated USAID Global Book Alliance in Action (GBAIA) Activity is a 25-month, Washington, DC based initiative that aims to identify and address weaknesses in the global teaching and learning materials supply chain and strengthen the awareness and utilization of GBA (Global Book Alliance) resources, particularly the Global Digital Library (GDL), within USAID Missions and host country governments. The Activity has four principal objectives: improve USAID Mission’s and education partners’ use of the GDL; produce analyses of book supply chains in specific country contexts; improve capacity of USAID staff and partners to implement interventions to improve the functioning of book supply chains; and provide just-in-time technical assistance to USAID and the GBA Secretariat.
 
The Chief of Party (COP) will be responsible for the strategic leadership, vision, direction, and management of GBAIA and will serve as the principal liaison with USAID counterparts, GBA, and all other relevant stakeholders. Based in Chemonics’ home office, the COP will oversee all aspects of technical work, supervise the core team, and liaise with the Project Management Unit (PMU) to ensure successful GBAIA implementation.
 
Responsibilities include:
  • Engage with the GBA Steering Committee, develop, design and communicate the strategic vision for the program activities;
  • Partner with designated USAID missions and stakeholders to identify opportunities and constraints in the current book supply chain and inventory available GBA resources;
  • Lead development of USAID Mission staff capacity building programs and complimentary communications plans to increase utilization and interest in Mission GBA resources;
  • Oversee the design and delivery of workshops, networking opportunities, conferences and reports that will increase resource awareness and address book chain challenges;
  • Provide oversight and revision of book inventories and other technical assessments relevant to book chain;
  • Supervise GBAIA core team and liaise with the PMU;
  • Manage short-term technical assistance (STTA) to respond to specific book chain challenges.
Qualifications
  • Master’s Degree or higher in education or another relevant field;
  • 10-15 years of relevant professional experience that showcases increasing managerial responsibility in education, reading material development, and/or educational supply chain management;
  • Extensive and substantive experience working with counterparts at various levels of government, as well as non-government organizations in managing international development assistance projects;
  • Experience with USAID or donor-funded project;
  • Experience working in and managing programs in complex and challenging environments,
  • Excellent interpersonal skills and ability to cultivate and maintain internal and external relationships with stakeholders, partners, and staff;
  • Ability to travel for up to 50% of time;
  • Demonstrated leadership, versatility, and integrity;
  • English fluency required; French, Spanish, or Portuguese proficiency preferred.
