The Air Force (AF) Family Advocacy Program (FAP) is a medical program that enhances AF readiness by promoting family and community health and resilience. AF FAP also advocates for nonviolent communities. These objectives are accomplished through the use of broad-based education and awareness activities along with the identification and treatment of family maltreatment incidents. These services prevent family maltreatment from reducing the duty performance of AF members.


Family Advocacy Intervention Specialist (FAIS)

Education: Master’s degree from a Council on Social Work Education (CWSE) accredited school.

License: LCSW (independent practice)

Experience: Two years full-time post-master’s degree experience (within the last three years) in professional clinical counseling service programs to men, women, and children who are abusive or abused. Must also have experience as a group therapy facilitator or co-leader. Must have two years experience working with children, families, and groups in clinical or community organization settings; or as program manager, with demonstrated responsibilities in program planning with implementation of education and intervention services, and community collaboration. Experience working with professionals and agencies that provide community support and counseling intervention services to children and families.

Job Duties

The Family Advocacy Intervention Specialist (FAIS) encompasses the roles of both the Treatment Manager and Outreach Manager at installations where conditions do not meet the criteria for a full-time position in both realms.

FAIS is a member of the multidisciplinary FAP team and works in the prioritized capacities:

  • The maltreatment component to assess families referred for suspected maltreatment and treat individuals, families, and groups whose maltreatment allegation(s) met criteria for maltreatment.
  • The NPSP to provide voluntary, comprehensive prevention services (primarily home-based) to families to prevent the occurrence of family maltreatment.
  • The FAST services by providing voluntary prevention counseling to individuals, families, or groups who are at risk for maltreatment.

FAIS shall be computer proficient and shall use FASOR or FAPNet software for client visit documentation and will follow treatment practices that comply with AF FAP standards and accepted professional practice guidelines.

FAIS shall document services provided using FASOR software and will document all NPSP intervention in the NPSP automated system for filing in the NPSP record.

FAIS shall be the primary treatment provider for assigned maltreatment and FAST cases, coordinating services for families and monitoring client participation and progress utilizing the modalities of social casework, psychotherapy and psycho-educational interventions.

FAIS shall complete psychosocial assessments using the Adult and Child intakes in FASOR.

FAIS shall assess for safety on an ongoing basis and continuously assist family members with safety planning.

FAIS shall present the findings from the family assessment, the CRB determination, and recommendations for treatment to the CCS.

FAIS shall coordinate with prevention staff regarding referrals to educational services as part of the intervention plan. Prevention services may be recommended but are not mandated.

FAIS shall collaborate with other NPSP team members to develop service plans that incorporate primary and secondary prevention services. The FAIS shall conduct home visits to NPSP clients who are assessed as high needs and who request social work intervention. When the FAIS is the case manager for an NPSP case, the FAIS shall present the case at the NPSP case staffing.

FAIS shall not conduct home studies for military families for the purpose of adoption or foster care, either on or off duty while working for FAP.

FAIS shall not serve as the special needs coordinator.

Responsibilities in the outreach component may include:

  • At installations where no FAOM is assigned, FAIS functions as the FAP prevention facilitator and coordinator. Under the leadership of the FAO, FAIS directs the development and implementation of prevention services. FAIS supports outreach and community prevention IAW prevention standards. In collaboration with FAP staff, FAIS shall organize and implement primary and secondary prevention. FAIS shall develop and update the FAPAP, manage the Outreach Prevention Automated Log (OPAL) and the Outreach Prevention Management Council (OPMC) agenda. The FAIS shall work in conjunction with other FAP staff members to coordinate prevention activities, presentations, and programs. All FAP community prevention activities will be reviewed and approved by the FAO.

Where no FAOM is assigned, the FAIS shall represent the FAP at the IDS. The FAIS shall present FAP issues/proposals to the IDS and shall update FAP staff on the status of IDS actions.

FAIS shall implement community organization and social marketing strategies to increase awareness and prevent family maltreatment. In collaboration with the IDS and other key organizations, the FAIS shall promote initiatives to reduce maltreatment risk factors, identify community strengths and foster community resiliency.

FAIS shall train outreach volunteers and obtain final approval of volunteers for the outreach program from the FAO.

FAIS shall ensure that current resource information is available and accessible to FAP customers. The FAIS shall utilize on and off- base resources for referral and source listings.

FAIS, in collaboration with treatment program and NPSP staff, shall identify family violence trends. This data will be used to focus and develop outreach programming.

FAIS shall document Outreach and other prevention services IAW AF FAP guidance for quarterly reporting, and shall maintain documentation of prevention activities.

FAIS shall prioritize Outreach Program responsibilities in six main areas:

  • Outreach Program Management
  • Family Violence Education and Prevention Training
  • Community Capacity Building and Readiness
  • Social Marketing
  • Assets-Based Skills and Support
  • Program Measurement and Evaluation

Where no FAOM is assigned, the FAIS leads the development, review and update of the FAPAP and coordinates with the FAO for approval by the FAC.

FAO must review and approve all FAIS activities involving articles, interviews, briefings or other public relations activities. No contact may be made with off-base media without going through installation Public Affairs. FAP public announcements providing statistics, AF data or an AF position must be approved through AF FAP.

FAIS shall consult with the FAO and SJA on community partnerships or board memberships requiring binding financial obligations, staff time commitments, or where there are questions about the agency focus and its compatibility with the Air Force.

At installations where both an FAOM and FAIS are assigned, the FAOM functions as the prevention team leader and community liaison and FAP IDS member. The FAIS will support the FAOM in the implementation of outreach program IAW AF FAP Standards. The FAO will determine the assignments and range of FAIS duties to support the outreach and treatment programs.
