Senior Rail Transit Design Project Manager

DEA’s Bellevue/Seattle, WA office is currently looking for a Senior Rail Transit Design Project Manager to help grow and advance DEA’s presence in the Puget Sound.  This role is responsible for the overall delivery of large programs/projects and coordinates staffing and workload as necessary. Projects typically have a high degree of technical complexity with fees in excess of $500 million and involve management of large project staffs. May be involved with the production and coordination of several programs/projects concurrently. Position may also include alternative delivery opportunities directing and coordinating with multiple consultants, contractors, and agencies. Establishes client relations and is involved with marketing, pursuit planning, and team development, as well as design and strategy meetings to establish the sequencing of projects from proposals to completion.


The responsibilities of this position include, but are not limited to:

  • Managing the development and execution of project(s) scope, schedule and budget
  • Conducting schematic design development and contract document work sessions at project sites in conjunction with Project staff, appropriate technical professionals, and other disciplines.
  • Leading final design project teams for transit and rail projects, including engineer or architect of record responsibility.
  • Developing alternative delivery project pursuits (ADP, including design / build, P3, and other methods), including support for the firm’s ADP leadership team in regard to teaming relationships and agreements, RFQ leadership, RFP / Proposal leadership including alternative technical concepts (ATCs), support for negotiations leading to ADP design agreements, and execution of project designs.
  • Coordination of the field visits for external agencies to review work completed
  • Coordination of 3rd party contractor and force account field activities
  • Regular communication with the client senior management regarding events and problems requiring immediate attention
  • Reporting on the status and expediting resolution of project action items and design/construction issues
  • Coordination with required external agencies
  • Preparation of project updates, presentations, recommendations and other project plans
  • Review and development of progress and status reports
  • Scheduling coordination and attendance of all progress meetings


Basic Qualifications:

  • Bachelor’s degree in Civil Engineer or Architecture (minimum)
  • Registered Engineer or Architect
  • 15+ years of experience in heavy civil transit and railroad projects including guideway, stations, structures (bridges, tunnels, walls), systems / systems coordination, civil and site-work, pedestrian and access features, road and highway, transit oriented development,  
  • Proposal preparation experience for conventional and alternative project delivery, conducting interviews, and project presentations
  • Must have demonstrated experience meeting cost, schedule and quality expectations in the management of design teams or construction management organizations on large, complex engineering projects, especially alternative delivery (example Design-Build)
  • Experience preparing complex work programs and design cost estimates for proposals and negotiation of contracts and fees with clients including public transit authorities and contractors


Preferred Qualifications:


  • Master’s degree in related field
  • Management of large design-build projects
  • Client and project management on design-build projects of at least $500 million construction value
