SUMMARY:

The CIO and VP of Information Technology (IT) is responsible for both the strategic leadership and the day-to-day management of MBA’s IT environment. This includes the delivery of new technology-based solutions, as well as the enhancement, maintenance, monitoring, security and operations of all on premises and hosted hardware, software, Web-based and mobile applications. 

From a strategic perspective, the CIO ensures the alignment of MBA’s technology investments with the strategic business priorities of the MBA. To that end, the incumbent conducts analysis of new products and services, identifies and evaluates new technologies that support the organization’s current and future needs, from systems to network infrastructure. The incumbent also chairs the MBA IT Resource Council, with responsibility for managing the process for soliciting, evaluating and making recommendations regarding new technology projects.

From a day-to-day standpoint, the CIO establishes and/or maintains enterprise-wide standards, manages vendor relationships, and oversees core IT business processes, procedures and protocols that proactively support the performance and security of MBA’s network, desktop and business application infrastructure.

In doing so, the CIO provides day-to-day leadership and supervision of the IT team and budget, subject to the oversight of the Senior Vice President for Strategy & Member Services. The CIO may frequently be required to work outside of normal business hours and must maintain a physical presence at the worksite to manage the IT team.

Across all responsibilities, the CIO provides hands-on problem-solving capability and proactive 360-degree communications, from identification of the root cause to implementation of a solution. All resolutions must take into consideration all possible organizational risks.

 

PRIMARY RESPONSIBILITIES:

General Management and Leadership

  • Manages the IT Department staff.  This includes, but not limited to, ensuring coverage, delegation of tasks, and enforcement of department guidelines and practices.
  • Develops and manages the final departmental budget for current and proposed information technology operations and capital investments, and audits and processes all IT vendor payments.
  • Working in collaboration with the SVP for Strategy & Member Services, ensures that MBA’s current IT-related strategic initiatives are delivered on-time and with minimal quality and customer service issues. For new projects, works with the SVP for Strategy & Member Services and IT Resource Council to identify, prioritize and evaluate IT projects.  Applies project management best practices to define and execute processes, deliverable templates and project management tools that support the IT project lifecycle.
  • In leading the work of the IT team on high priority projects, interfaces with business users to help identify and document their business requirements, and evaluates and recommends solutions that meet the technical requirements of the organization.
  • Develops and manages, or oversees the development and management of, clearly defined project plans in consultation with internal clients and stakeholders, and communicates with those same business users as use cases and requirements are developed and tested during solution implementation. 
  • In collaboration with the SVP for Strategy & Member Services, develops and manages departmental goals and objectives, and disseminates them to the teams and individuals.  Works to promote the professional development and educational growth of individual team members relative to the management of the Association’s technology infrastructure.
  • Documents and manages the implementation of all IT policies, procedures, processes and tools, including but not limited to prioritizing, assigning, tracking, monitoring and communicating status of user-submitted trouble tickets and work requests.
  • Works with the SVP for Strategy & Member Services to plan and manage the capacity of the IT team to focus staff on resolving the most pressing IT issues, or to deliver on the highest priority IT-related projects.
  • Reports regularly to the SVP for Strategy & Member Services through a variety of formal and informal means to keep the SVP for Strategy & Member Services aware of the Department’s activities and actual and anticipated problems, including issues and risks affecting project delivery deadlines, major systems outages and security issues.
  • Updates and distributes performance scorecards and project status reports in accordance with schedules set by the SVP for Strategy & Member Services.

 Customer Relations

  • Ensures that all communication is thoughtful, considerate, includes options where applicable, and includes an offer for further discussion
  • In leading the work of the IT team on maintenance and issue resolution activities, interfaces with business users to understand and diagnose high priority problems, and works with the IT team to evaluate and recommend solutions that address them.
  • Develops and manages, or oversees the development and management of, clearly defined processes for the trouble ticket lifecycle, and communicates with those same business users as fixes are developed and tested.

Management of Network Infrastructure

  • Directs the Network Solutions Team and outside vendors in operating, securing, monitoring and maintaining MBA’s network infrastructure. This includes, but is not limited to, database server clusters, Exchange/e-mail clusters, web servers, virtual desktop servers, MBA’s file/print services, remote cold data site, WIFI services, network security services, data communications backbone, and internet services. 
  • Supervises the Director for Network Solutions in documenting and managing operational processes, standards and policies for all network elements, including but not limited to:
    • Developing, maintaining and enforcing enterprise IT architecture standards
    • Developing, maintaining and enforcing enterprise IT data security standards and plans
    • Maintaining and enforcing enterprise IT desktop usage policies
    • Developing and maintaining server architecture diagrams
    • Developing and maintaining proactive procedures for monitoring the server infrastructure
    • Developing and executing proactive procedures and protocol for securing the server infrastructure, including but not limited to the establishment of scheduled maintenance windows and the procedures that go with them
    • Managing and executing proactive procedures for backing up MBA data as part of a business continuity/disaster recovery plan
    • Developing and executing proactive network and desktop performance testing protocols and management reporting
  • Documents all processes and procedures as appropriate, for the purposes of training and knowledge management.
  • Designs, implements, and provides ongoing security analysis to protect all MBA proprietary and confidential data.  Includes management of all firewalls, VPN devices, intrusion detection, and other appropriate products and services.  Consults with the Legal Department in connection with protocol proposals and changes.
  • Maintains and periodically tests a suitable disaster recovery plan that provides for continuance of business in the event of short- or long-term emergencies or catastrophic events.
  • Ensures the delivery of job specific and general application training, including security awareness training, to Association staff.
  • In conjunction with the HR Department, oversees IT related elements of the employee and contractor onboarding and off-boarding processes.

Management of Business Systems Infrastructure

  • Directs the Business Solutions Team and outside vendors in operating, securing, monitoring and maintaining MBA’s critical business systems. This includes, but is not limited to, MBA’s association management system and its various interfaces (e.g., financial systems, learning management system, etc.). 
  • Oversees the maintenance and operational support processes for these systems, including proactive monitoring and, as needed, hands-on issue resolution. 
  • Documents application processes and procedures as appropriate, for the purposes of training and knowledge management.

Management of Vendors

  • Negotiates, monitors, and enforces service level agreements with all technology vendors and service providers.
  • Maintains close contact with representatives of vendors providing server hosting, data, software, security and support services.
  • Escalates issues as appropriate with vendor representatives.

SPECIFICATIONS:

Required

  • Bachelor’s degree in Computer Science or closely related field.   
  • Minimum of 15 years’ experience in the IT field, including at least 4 years as a manager of IT staff.
  • Extensive background in and knowledge of MBA-utilized technologies, with an emphasis on application maintenance in a SQL environment, networking fundamentals, SQL Server and Office 365 technologies, network and data security, database administration and system development.
  • Broad experience in all technologies, not just MBA’s, with the ability to analyze the impact on Association members and staff of adopting new technologies.
  • Extensive hands-on project management experience, including the ability to manage and execute multiple concurrent projects.
  • Extensive hands-on experience with vendor management and contract negotiations. 
  • Demonstrated interest in furthering knowledge of current and emerging technologies.
  • Strong organizational, interpersonal and communica­tion skills.
  • Strong documentation skills.

Strongly Desired

  • CISSP or equivalent security certification
  • PMP or equivalent project management certification
  • Familiarity with/knowledge of the following networking areas:
    • Install, troubleshoot, and maintain firewalls
    • DNS
    • Firewalls
    • SMTP\email
    • Switches
    • Routers
  • Familiarity with/knowledge of the following Association-specific business applications:
    • Aptify Association Management System
    • MS Dynamics – Great Plains General Ledger System
    • TopClass Learning Management System
  • Experience working in a fast-paced, small office environment
  • Experience working in a trade association
