The MIL Corporation is seeking a Facility Security Officer/Human Resources Professional to support our office in Lexington Park, MD. The FSO/HR Professional will handle details of a highly confidential and critical nature and must function efficiently and effectively in a professional environment.
The ideal candidate will have a proven ability to manage multiple tasks and projects with competing priorities and deadlines. The candidate will be fully capable and responsible for managing NISPOM requirements, security education, training, and awareness, and helping maintain security awareness and preparedness. The candidate will become the company’s designated FSO for our DoD business unit and one of several key management personnel (KMP) representing The MIL Corporation for all matters related to security. As a liaison between The MIL Corporation and the government, the candidate must ensure that The MIL Corporation’s employees understand and comply with government security requirements. Additionally, the role will include HR responsibilities including HRIS and ATS administration, employee recordkeeping, new hire orientation, HR compliance, benefits administration, performance management, and HR administrative functions.
The successful candidate will work closely with senior management, business development, recruiting and will cross train with Human Resources. The role requires the candidate to be available during regular business hours, and evenings and/or weekends on occasion/as needed to provide support and assistance. This position requires independent judgment and discretion, as well as the identification, analysis and resolution of security-related matters. The successful candidate will provide support for all security functions in accordance with the NISPOM to include managing PCLs associated with collateral and SCI programs. The individual will be responsible for visitor control functions.
Responsible for implementing all facets of security to ensure compliance with NISPOM and customer security requirements.
Prepares visit requests for access to job site based on appropriate clearance and need to know.
Obtains and maintains appropriate security clearances for all contractor site employees, subcontractors, and consultants.
Uses JPAS for personnel security administration.
Provides classification guidance applicable to contract performance.
Maintains JPAS, ISFD, eFCL, SWFT, NISS, DISS, and other industrial security related platforms and systems.
Execute security plans (Security Operating Procedures (SOP), Systems Security Plans (SSPs), Concepts of Operations (CONOPS), etc.).
Interface directly with program management to address security items specific to each program/contract. Present our security program as a value-added component of organizations business model.
Provides security oversight and assistant of organization’s off-site cleared facility FSOs.
Assist with preparing security volumes, DD254s and provide security oversight and support to business development and proposal development.
Conducts administrative inquiries per DSS procedures.
Document reviews for compliance with Government requirements and classified information.
Deliver Security Awareness, Training, and Education briefings and products to our program personnel.
Ensure compliance with Insider Threat Program requirements.
Interface directly with customer and subcontractor security representatives for required reporting of personnel clearance actions and any relevant changes to our security baseline.
Serves as primary interface on specific facility and personnel security problems and concerns. Acts as a liaison for the Defense Security Service (DSS) Representative.
Provides guidance to managers and employees regarding security regulations and procedures.
Accomplishes annual security audit and review and bi-annual self-inspections of the facility.
Maintains employee security folders.
Process Visit Authorizations to include through JPAS.
Provides security reports to company management and entities authorized to receive the information.
The position is responsible for implementing SAP security policies and procedures related to government classified information, personnel, physical security and safety of the SAP facility.
Responsible for interacting with Defense Security Service (DSS) industrial security representatives and Department of Defense sponsors on annual assessments, inspections, reviews, investigations, and other reportable issues and will ensure the following actions are performed in accordance with National Industrial Security Program Operating Manual (NISPOM) and other applicable government requirements.
Work with the COMSEC Account Manager to safeguard all COMSEC (classified and unclassified) in accordance with NSA regulations.
Provide initial security indoctrination briefings, debriefings, and annual refresher briefings along with courier briefings (for collateral and Special Access Program (SAP).
Understands contracts, statement(s) of work and task orders to determine security requirements. Has the ability to interpret and implement the security guidelines of a Prime DD254. Familiar with the drafting and processing of Subcontractor DD254s.
Contractor Program Security Officer (CSPO) experience required. Be proficient and capable of execution of duties pertaining to SAP personnel security, physical security, and information security. Ability to achieve and maintain SAP accreditations and administration of Special Access Program Facility (SAPF).
Develop, maintain, and provide program indoctrination briefings (collateral and SAP).
Expert in the completion and submittal of SF86s, pre-screening questionnaires, SCI nomination letters, and Special Access Program nomination forms.
Investigate security violations and prepare incident reports for DSS and government customers to include preventive actions.
Partners with HR colleagues and local leadership team in development and execution of human resources initiatives to meet business goals.
Assist employees with questions pertaining to pay, benefits, handbook, policies and procedures, and other HR related matter.
Maintain in-depth knowledge of legal requirements related to day-to-day management of employees, benefits, policies, and ensuring regulatory compliance.
Performs all onboarding and off boarding activities.
Conducts new hire orientation, exit interviews, and all associated documentation.
Support annual performance appraisal process by counseling managers and tracking completion of reviews. May deliver performance review training.
Consulting with managers regarding employee performance issues and documentation.
Supports the administration of leave of absence requests and the daily management and maintenance of FMLA, ADA, Workers Comp and Short and Long-Term Disability (STD/LTD) claims.
Process change of status requests and provide general administrative support.
Performs as HRIS and ATS administrator, to include report and metric generation, training on systems and will provide support to the team with HRIS and ATS actions.
Ensures document control security by safeguarding classified documents/materials in accordance with the NISPOM and through coordination with government agencies, management, and the FSO.
Receiving classified material, logging classified material, and wrapping and shipping classified material and updating the classified material log when needed.
Backup for the Lead FSO
Bachelor's degree preferred or 2+ years of specialized education
Current DoD Top Secret clearance with the ability to obtain / maintain a SCI access
Excellent interpersonal, written, verbal, and presentation skills
Highly experienced in interfacing with Government customers and executive management
Knowledge of JPAS, eQIP, ISFD, eFCL, SWFT, NISS, and DISS
5+ years as a Facility Security Officer and Human Resources experience
Thorough knowledge of the NISPOM
SCI, COMSEC, SCIF and SPRNET training
Working knowledge of Intelligence Community Directives (ICDs) – 704, 503, 705
Proficiency and experience in the following security disciplines: personnel security clearances, investigations, physical security, document control, information systems security, preparing and processing DD254, visitor control, badging and access control and Special Access Programs (SAP)
Experience processing and maintaining all security clearances, briefings, badges, CACs, visit authorization requests (VARs), BASICS, and SAAR forms
Experience maintaining alarms and badging systems
HR degree or PHR Certificate
Defense Security Service Academy FSO Management Certification
