The Transit Authority of River City (TARC) seeks an experienced, forward-thinking and dynamic individual to serve as a Paralegal, reporting to the General Counsel and Diversity and Inclusion Director.   This person will provide tactical and legal support to the teams responsible for fulfilling the general legal needs of TARC, as well as supporting TARC’s Diversity, Inclusion, Accessibility, ADA, Affirmative Action, EEO, Title VI and Limited English Proficiency programs.  Because of the breadth of expertise required, some in-house training is expected and will be provided. This position is highly collaborative and requires excellent people skills in a fast-paced environment.

Responsibilities include, but are not limited to:

  • Perform a variety of complex law-related tasks under the direction of the General Counsel.
  • Research legal issues concerning the operations of a federally funded mass transit entity. 
  • Coordinate with General Counsel, Compliance and other risk partners to facilitate legal work in an efficient and timely manner.
  • Assist in response to requests for information from various governmental agencies, civil subpoenas, open records requests and other regulators.
  • Prepare correspondence and memoranda on topics related to core responsibilities.
  • Assist with special projects as assigned by the General Counsel and/or Office of Diversity and Inclusion.
  • Assist with the management, investigation and response to complaints, including but not limited to harassment, discrimination, ADA and EEO.

  • Assist in investigation and resolution of compliance issues.

  • Assist the Office of Diversity and Inclusion in ensuring compliance with state or federal regulations on diversity and equity including maintenance of a Federal EEO program applicable to public mass transit entities and to document and maintain records as part of this program.



Paralegal/Legal Assistant Certificate or equivalent work experience required. College degree in related field and experience in financial services law are highly desirable.  A combination of education, training, and experience may be substituted with demonstrated competency in the position.


  • Demonstrated proficiency in use of MS Office Suite (Word, Excel, Power Point and Outlook) 

  • Demonstrated skill in the creation, integration, revision and management of legal documents.

  • Demonstrated internet research skills in Westlaw or Lexis and other internet resources.

  • Ability to prepare clear, concise and comprehensive reports, presentations and other written materials for a variety of audiences.

  • Ability to prioritize, coordinate and maintain multiple projects with high level of quality and productivity with strong attention to detail and accuracy.

  • Ability to effectively multi-task, manage time sensitive documents and have exceptional organizational skills with-in a fast-paced environment.

  • Ability to gather, analyze and report data.

  • Ability to work independently, prioritize projects and meet strict deadlines.

  • Ability to handle frequent incoming communications from various business partners while maintaining responses in a systematic and orderly manner.

  • Ability to exercise good judgment and use expertise in decision-making

  • Team oriented focus and ability to gain the trust and confidence of a wide variety of individuals throughout the organization.
