Proposal Summary:  MSI is pursuing a single award, blanket purchase agreement (BPA) with the Millennium Challenge Corporation (MCC) that, if awarded, would establish, deliver, improve, and evaluate an innovative, effective learning program for MCC professionals and staff. The initial Call Order will require MSI to work directly for the Talent and Organization Development (TOD) office to continue improving MCC's learning infrastructure. If awarded, MSI would help MCC develop a program logic, develop and deliver courses, provide communication support, and conduct evaluations specific to the needs of MCC to improve upon services to stakeholders. The period of performance is five years (one base year, plus four additional option years) for the Call Order.

Position Summary: The Project Manager will be a key personnel position at the BPA and Call Order level. This position will be primarily responsible for keeping the project/deliverables on track, tracking budgets and finances, and recruiting and overseeing the work of consultant trainers. The level of effort (LOE) required for this role is not anticipated be 100% given MCC’s size; however, MSI would provide additional project management-like tasks to make this a full-time role.

Note: The selected candidate will be required to give an oral presentation to MCC as part of the proposal process o/a April 29-May 1 in Washington, D.C. Additional prep time with the proposal team beforehand will be required.

Responsibilities:

  • Serves as primary point of contact for MCC’s Contracting Office Representative (COR) and TOD’s project manager. Responsible for tracking and reporting progress to COR and TOD project manager.

  • Writes Contract Project Management Plan (CPMP).

  • Provides quality assurance on all deliverables and integration across elements.

  • Leads implementation of all program components to include administrative, technical, and financial matters. Monitors the budget.

  • Recruits and oversees the work of consultants for the project.

Qualifications:

  • Master’s degree or higher in relevant field, such as international development, business administration, public administration or related field.

  • Eight years of project management experience on successful large-scale learning delivery and/or evaluation projects (minimum value of $2.5 million). International experience required.

  • Project Management Professional (PMP) certification or similar, such as through the Federal Acquisition Institute or Defense Acquisition Workforce Improvement Act. An additional two years of experience in project management may be substituted in lieu of a PMP certification.

  • Ability to think strategically and move proactively and nimbly to deliver projects within the constraints of schedule, budget and scope. Adaptability to changing requests or timelines will be important.

  • Must have proficiency in Microsoft Office 2010 or later (Word, Excel, Outlook, Access), MS Project 2010 or later, Power BI and familiarity with software/systems development lifecycle .

  • Experience with MCC strongly preferred. Experience with World Bank, USAID or another multilateral donor a plus.

  • Dynamic and engaging oral and written communication is a must. Demonstrated experience in giving presentations to high-level individuals will be required.

  • Program management in the private sector a plus, but not required.
