Program Analysts have experience at the senior level including supervisory experience.  Program Analysts review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior levels, civilian and military stakeholders.  They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required.  Program Analysts utilize time and GFE to accomplish their tasks successfully and promote program efficiencies.  The following capabilities are typical of support tasks: equivalent of event planners, trainers, response cell, data collection, and assessment; after action reporting, policy analysts, instructors (i.e. journeyman instructor) courseware and doctrine developers; and scenario developers, and event execution support staff.  They are subject matter experts in their fields of expertise.



  • Provide subject matter expertise on fleet training issues across the full spectrum of aviation training, including the OFRP.
  • Analyze aviation force training and certification requirements for basic, advanced integrated and sustainment phases, and assist in identifying barriers to Force Generation (Fg).
  • Assist in the coordination between USFF Force Development (Fd) and Fg processes to improve synchronization between these lines of effort, as well as all elements for warfighting readiness.
  • Analyze fleet training policies to evaluate program effectiveness and provide feedback and associated policy recommendations.
  • Support, analyze, coordinate, and provide administrative responses to formal, informal, emergent, and routine tasks concerning development and delivery of fleet training.
  • Provide current, accurate, and complete point/information papers, briefs/presentations and executive summary memorandums for staff packages to inform
  • USFF leadership decisions.



  • Two (2) of years experience:
  • With Navy training operations, policy, doctrine, systems, and staff procedures.
  • Managing/ prioritizing, projects involving stakeholders.
  • Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.
  • Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.
  • Superior knowledge and proficiency in analytical methodology, assessments, and program evaluation with commensurate expertise in preparing project papers, senior management level briefings / presentations and executive correspondence.
  • Broad knowledge of Department of the Navy organizational missions and Title 10 responsibilities and USFF command mission.

  • Familiarity with Navy fleet training programs, the Optimized Fleet Response Plan (OFRP), Naval Air Force Training and Readiness Matrices.
  • Proficiency in Microsoft Office Suite
